Canada Ends Trade Duties on Chinese Solar Modules

Canada has ended its anti-dumping and countervailing duty measures on crystalline silicon photovoltaic modules and laminates from China.

On September 17, 2026, the Canadian International Trade Tribunal (CITT) terminated its second sunset review of the measures and revoked the existing duty orders. As a result, the Canada Border Services Agency (CBSA) will no longer collect anti-dumping or countervailing duties on the products covered by the case.

Nearly 12 Years of Trade Measures

Canada originally launched its anti-dumping and countervailing investigations into Chinese crystalline silicon PV modules and laminates in December 2014, with final affirmative determinations issued in 2015.

The measures were subsequently reviewed in 2020 and remained in place following the first sunset review. A second sunset review was launched in early 2026, with the CBSA issuing its final determination in July.

The CITT’s September decision now brings the second review to an end and removes the existing duty orders.

Implications for Solar Trade

The termination removes a long-standing trade barrier for covered Chinese PV modules and laminates entering Canada. It may simplify import procedures and improve cost flexibility for Canadian buyers sourcing these products from China.

The decision also marks a significant change in Canada’s trade treatment of Chinese crystalline silicon PV products after years of anti-dumping and countervailing measures.
