Moroccan Government Signs Power Purchase Agreement for the NOOR Atlas Solar Project


Morocco’s Barlamane News reported on March 6 that the National Office of Electricity and Water (ONEE) and the Moroccan Agency for Sustainable Energy (MASEN) officially signed a power purchase agreement for the “NOOR Atlas” solar photovoltaic project and simultaneously launched construction of the power plants included in the project, marking the project’s entry into the full implementation phase.

 

The NOOR Atlas project is a distributed solar photovoltaic infrastructure initiative with a total installed capacity of approximately 305 megawatts. It comprises six solar power plants spanning multiple regions in eastern, southeastern, and southern Morocco, and will help enhance regional electricity supply capacity and optimize the national energy structure.

 

The project is being implemented under an EPC model. According to public information, construction of the power plants will be carried out by a consortium of Moroccan and European companies selected through an international bidding process. Upon completion, MASEN will assume responsibility for operations and maintenance management.

 

In terms of financing, the project employs a combination of concessional and commercial loans. Funding sources include concessional loans provided by KfW and the European Investment Bank, as well as commercial loans from the Bank of Morocco and Africa.

 

According to the plan, the NOOR Atlas solar project is scheduled to begin grid connection and power generation in phases starting in July 2027. Once operational, the project will significantly enhance Morocco’s renewable energy generation capacity, contribute to achieving the strategic goal of having renewable energy account for 52% of the country’s total installed power capacity by 2030, and provide crucial support for regional economic development and the green transition.
