Non-compliant imported silicon wafers! India's new photovoltaic policy further strengthens domestic manufacturing.
Recently, the Ministry of New and Renewable Energy (MNRE) of India has released the Domestic Content Requirements (DCR) regulations for photovoltaic cells.
According to the regulations, photovoltaic cells based on crystalline silicon technology can only be recognized as "Made in India" if they use undiffused silicon wafers (also known as "black silicon wafers") produced in India. These silicon wafers are classified under Tariff Heading 3818.
If enterprises use imported diffused silicon wafers (also known as blue silicon wafers), they will not be regarded as domestic photovoltaic cells and cannot be used in relevant plans and projects that require "domestically manufactured" cells by the government.
Furthermore, the MNRE stated that thin-film photovoltaic modules produced in integrated factories within India comply with the government's DCR policy and are eligible to participate in relevant incentive programs.
India has introduced this regulation mainly to support domestic silicon wafer manufacturing enterprises. The country's photovoltaic industry is relatively weak in the silicon wafer production link and relies heavily on imports. Through this policy, the Indian government hopes to attract more investment into the domestic silicon wafer manufacturing sector and gradually achieve independent control of the photovoltaic industry chain.
